Minutes of the Extra-ordinary meeting of the Council which took place on Tuesday 14th February at  7.00pm at the Parish Council Office at 2 School Road, Wellesbourne

Present: Chairman Cllr Mrs Prior, Cllrs Close, Heaton, Mrs Hurdman, Lawley, Mrs Michael, Shepherd and Thomas

  1. Approval of Apologies for Absence – given and accepted from Cllrs Mrs Bartlett and Mrs Bolton
  1. Confirmation of the order of the Agenda – it was agreed that item 9.1 should move to 9.3, 9.2 to 9.1 and 9.3 to 9.2 
  1. Identification of any items that might be resolved for confidential session – it was agreed that item 9.3 should be resolved to confidential session
  1. Declarations of Interest

Cllrs DK, CM and AP declared a non-pecuniary interest in items 8.3, 9.1, 9.2 and 9.3 as directors of the WSCC

Cllr EL declared a non-pecuniary interest in Chedham’s Yard as a trustee and non-pecuniary interest in 8.1 as a neighbour

Cllr DC declared a non-pecuniary interest in Chedham’s Yard as a trustee 

  1. Confirmation of the minutes of 31st January 2017

An amendment was made to item 10 and the words Local Government Review were changed to Local Government Association, the minutes were then signed by the Chairman

  1. Open Session for members of the public to raise any matters of relevance to the Parish

Mr John Brewer of Waterloo Close explained that his planning application 17/00159/FUL was for a garden store/cycle store and he would be happy to answer any questions.

Mrs Cook, Church Street said that the market signs were no longer being removed after the event and asked for this to be followed up.

Recommendation that the Clerk or RFO with oversight of the Chairman of the Council notifies Stratford

District Council of intention to apply for release of the SEC 106 money for the commencement of the

contract on the MUGA

The wording of the above recommendation was amended as follows:

  1. Cllr and Clerk exchange of information

Cllr CM said that Heidi Williams from the medical centre was working to make Wellesbourne a dementia friendly village. A study day was being held on 15th March from 9.30am – 3pm (venue to be confirmed.)

Cllr AS said that he and the RFO had attended an End of Year Financial Workshop which both parties had found useful.

Under section 100A of the Local Government Act 1972, in view of the confidential nature of the business about to be transacted, it is advisable in the public interest, as if members of the public were present during the consideration of such business, there would be disclosure to them of exempt information under paras 1 and 11 and Part 1 Schedule 12A of the said Act that the public will be excluded.

Recommendation that the Parish Council agree to and confirm the contract for the

MUGA in order for works to commence

The above recommendation was amended as below:

Recommendation that the Parish Council agree to and execute the contract for the

MUGA in order for works to commence in accordance with the standing orders of the Council

The Social Value Statement of the preferred contractor was considered.

Cllrs AS and BH signed the contract with Blakedown Sport and Play – the work to commence on 14th March 2017.
